Change to No-Entry Submission Process

Effective December 5th, 2012, EDS will begin to accept No Entry submissions for upstream oil and gas.  A transition period from December 5 to December 31, 2012 will be provided to allow submissions to be accepted via EDS or through the current process via email to SRD.NoEntryRequests@gov.ab.ca.

Effective January 1, 2013, submission via EDS will be mandatory for No Entry submissions for upstream oil and gas.  Email address SRD.NoEntryRequests@gov.ab.ca will no longer accept requests after December 31, 2012.  

Additional information regarding the EDS No Entry submission process will be available on the EDS site in late November.

Electronic Disposition System Enhancement to support First Nations Consultation for Public Lands

The Electronic Dispositions System (EDS) has been enhanced to electronically create and manage First Nations Consultation (FNC) case files related to public land. The target date for implementation is Friday, September 7, 2012.

Proponents seeking direction on lands FNC assessment requests and adequacy decisions will be required to use the enhanced EDS.

The system will create new FNC files, forward FNC Assessment Requests and consultation documents to ESRD for review, and will notify clients of ESRD direction and decisions as the FNC case file is processed. Users are able to save work in progress and return later to complete and submit work.

Proponents can apply security to their consultative case files by managing client IDs around the companies that work on their behalf.

Proponents with an account in EDS will be able to create a FNC case file. Proponents without an EDS account must fill out the account request form on the ESRD website under the heading User Ids And Client Id For Access To Industry Online Services. Be aware that it can take up to 10 working days to receive access.

At time of disposition application through EDS for new dispositions or amendments using the new FNC EDS process, proponents will only be required to provide the FNC number. A decision document will no longer be required to be attached. The system will validate that the FNC number provided belongs to that correct company, is for the same dispositions type, and that a decision has been issued to allow the processing of the disposition application.

For paper applications and amendments, all forms will be updated to include a space for entry of the FNC number. These FNC numbers will be manually validated by department staff.

EDS will also be enhanced for both EFR and EAP modules with an FNC input box so proponents will have the opportunity to include the FNC number if consultation is completed.

Consultation that is currently in progress can continue as per the previous procedures. Land-use applications will recognize these FNC case file numbers.

New Integrated Standards & Guidelines

Approval Standards, Operating Conditions, Best Management Practices, and Pre-Applications Requirements have been merged into a single document called the “Integrated Standards and Guidelines”.  The document identifies new/updated standards and conditions for ease of tracking.

The new Integrated Standards and Guidelines are in effect as of Monday, July 16, 2012.

Launch of updated Landscape Analysis Tool (LAT) and new Integrated Standards and Guidelines (IS&G) scheduled for Monday, July 16, 2012

The Electronic Disposition System (EDS) will be “down” on July 15 to facilitate updates to the Integrated Standards and Guidelines and the Landscape Analysis Tool.

All clients applying for EAP dispositions will be bound to the new approval standards and operating conditions generated by their Landscape Analysis Tool Report after the above date. EDS will not accept LAT reports generated before July 15.

EAP Scope Clarification

Commencing on March 26, 2012, EAP Schedule C forms and the Non-standard Mitigation Supplement forms will be replaced. The new forms must be used as of March 26. Use of the old Schedule C and Non-standard Mitigation Supplement forms will be automatically rejected by the on-line application system.

EAP Scope Clarification

The scope of oil and gas developments that will be processed through the Enhanced Approval Process (EAP) has been expanded effective immediately. This change in scope will be reflected in the next update of the EAP manual, web-site documents and other related documents scheduled for update in early 2012.
